Mizunoya Kiyomi, born Sada Mizutani (水谷貞) in Kobe, Hyogo, Japan, was a Japanese actress. She began her career at the age of nine, debuting alongside her aunt, actress Mizutani Yaeko (水谷八重子).

As a child, she was a member of the Geijutsuza (芸術座) and its Children’s Drama Group (芸術座童話劇部). She left Tokyo Prefectural Fifth High School for Girls (東京府立第五高等女学校) after three years and entered the Takarazuka Music School (宝塚音楽学校), joining the 21st generation of the Takarazuka Revue (宝塚歌劇団) in 1931. During her time at Takarazuka, she performed under the stage name Sakon Yaeko (左近八重子), making her debut in April 1932 with Whoopie Girl (フーピー・ガール). She left the troupe in 1940 and continued her stage career, performing at venues such as the Moulin Rouge (ムーラン・ルージュ) in Shinjuku.

In 1955, she joined Toho (東宝) and changed her stage name to Mizunoya Kiyomi. She made her film debut with a minor role in I Live in Fear (生きものの記録). After appearing in Baka to Hasami (馬鹿と鋏) in 1965, there are no records of her subsequent film work. By 1968, she had become the owner of a bar called Puppet (木偶) in Shinjuku, Tokyo. Her date of death remains unknown.
