After learning the secret behind his birth and Naksu's death, Ukie wanted to end his sufferings. He can't die because of ice stone. He also decided not to do anything or help anything to save the world, because of Park Jin, he somehow involved in killing the soul-shifters stuff. He doesn't want to associate with royal family either. This is how he agreed in marriage of convenience with JBY to get rid of ice stone inside his body.

These things were never clear, they didn't explain it in details.
One thing is that Cho Chung (Naksu's father) and Jang Gang were very good friends, Cho Chung probably wanted to help stealing the plate and replace with a fake one. How the soul-shift thing happened is related with Jin Mu, Jin Mu wanted to get rid of Cho Chung from Jang Gang's side.
