I think Yeong Jae left him because she didn't have the time to date anyone since she had to pay for her brother's hospital bills (including rehabilitation), it seems her bother's girlfriend left him too and his dream to become a detective so she had to be there for him (her only family). If she told him about what happened at the time he might would've left his uni to straight up working to help her (since he's kind/ love her so much) and it wouldn't be fair for him. If you watched again (after 7 years) she didn't even think that he thought she dumped him because she didn't went to uni & it seems she was upset at him because he didn't stand up for her and just kept standing there awkwardly. He hated a person without even bother to confront her directly & just called by phone while building his own perception on why she left him.
