Yes I assume she is dubbed, and it's not the person who is really dubbing it at fault either. It's how the lines are written XD It's just one of those small things that bother me.

I think her character isn't supposed to be Chinese 🤔 Which would then make sense why she talks more in English and makes her mandarin sound less fluent.
