The only two that I have seen of this list and whom I agree are truly charismatic are Jo Dong Hyeok/Bad Guys and Kim Sang Joong/City Hunter (and he was also in Bad Guys).

Great choices! Even though Jo Dong Hyeok in Bad Guys, his portrayal kept making you forget about it until you got to contrast the soft with the bad. TOP was awesome! I like his movies and I did comment once that he was the reason I liked Iris a little bit. Sure, he didn't say much but what needed to be said by a killer? The other choices? *shivers along with you*
