Right now there is a clueless and incompetent Emperor and he thinks that by helping the imperial grandson (a kid, who he knows nothing about) to be the Crown prince is going to help him achieve peace for all. If that's not dreaming, I don't know what is?

I think she is realistic. I agree with you she only desire for a peaceful future but it's not going to happen if Li Ni doesn't step up/ have the power of the Crown Prince to take charge. If leaving it to the useless emperor, the country is doomed.

No I didn't BUT I think you just justify ASSAULT just because someone was drunk, they are not responsible for their action and they can kiss/hit people because the other person didn't call them out for it.

So because he never called her out on it, that makes it ok. So if I go around hitting people and kissing them while I was drunk, then I'm not responsible because no one called me out for it? It was a drunken kiss...it's not like he went ahead and slept with her in that state. If everyone reports a drunken kiss as an assault, It will minimize a real assault.
