If she was in the dark and shot that arrow merely as part of her duty as a soldier, there's no reason for him to say that she's forcing him to take action against her. The way she brings it up after Ning Fei tells her that XJS received advance info and set a trap for FSG, introduces the possibility that she might have found out about the hidden plot and did not want to go along with it for some reason. Just speculating..........At any rate, she still saved FSG's ass and his army from a worse fate by shooting him but not fatally, something an expert archer like her would presumably be able to control.
If she did discover the plot and the identity of the Susha traitor (MY being the frontrunner at the moment) I suppose this is why ultimate baddie needs her to be silenced pronto.
