I don’t know which drama you’re watching but he never killed any innocent people. even if the emperor is a manipulative narcissist, he only killed spies and traitors of the crown. the ones that tortured the Shen brothers where different inquisitors that the emperor brought. Yan Xi actually tried to save them. I also don’t like that he is the Commander of the Security Bureau, but he’s not a dumb executioner. Far from it. Even if he has to follow every command the Emperor gives him, he conducts his own investigations and only punishes those that deserve it.
