It depends on the script and actors, if it's Wang Xingyue (he's under Yuzheng) she should do it because he's a good actor and will be one of the stars of his age group. there's rumours she lowered her fees (to the chagrin of fellow actresses) below market rate even though she was one of the more expensive young actresses to hire before all this, in order to convince production companies to cast her again. So that's why she won't lack script offers. It's a good deal as long as they are willing to take a small risk.

Usually it's bc their voice doesn't suit the character or they can't "voice act" well enough to fit historical dramas and sound too modern. Modern dramas all use live on set recording and aren't dubbed mostly, unless the actor is from HK and can't speak clear Mandarin.

Youthful Glory which premiered yesterday has a similar story to TPOB but has obvious flaws, I saw 1 ep and the dubbing sounded weird and the wigs looked cheap plus the acting isn't as believable.

I love this combination too (see https://b23.tv/gVRvr1m their looks match) but i doubt it'll happen, Wang Xingyue is under Yuzheng's Huanrui and SZE isn't affiliated with New Classics Media at all. She's done a lot of Daylight, Linmon, aka NCM competitors work, but not NCM.
As much as Song Zuer fits the description, the likeliest FL is still Tian Xi Wei if you get how C-ent works. The IP rights are with New Classics Media who have collaborated with TXW a lot e.g. New Life Begins & Dafeng, they also like to work with familiar faces. TXW is not yet a liuliang and lacks 1st billed results but if Zhu Yu does well in terms of viewership (she's equal 1st billed with ZLH), she will probably be rewarded with the FL role for this. Malicious Empress needs to have the FL as 1st billed (or equally 1st) so it's basically a project waiting for Tian Xi Wei to get more experience/results/liuliang so she can do it. New Classics Media have helped TXW to get popular step by step and she has starred in their successful works so it's unlikely they will give the role to someone else.
SZE has never worked with NCM, nor has Bai Lu i think? It's not impossible but let's see. The other thing is New Classics Media prefers solid acting graduates to headline their work unless they are big liuliangs like Dylan Wang, ZLY, Xiaozhan. A NCM S+ project entails big investment, if they go for a non-liuliang acting grad like TXW or SZE, they'll probably have to let the FL and ML be equally billed 1st and find a liuliang ML to play Xie Jingxing to guarantee viewership.
