Yes, they are. But if the brothers are sincere towards each other and have a tight bond, it adds complexity to their freakiness. It means they're not without emotion, but their pervertness was probably due to the environment they were raised in and the negative influence of perhaps their Lord/father.
ep 17, do you think the SUI brothers are really closed, or Qi Min is only pretending? I do think the younger brother is authentic with the relationship though, just not sure about the older one.
