My theory when I watched this was that Gi Woong was gay/bi and he had feelings towards Yong Joo. You can see that the entire community was homophobic: the students and teachers, even their best friend, Gi Taek felt disgusted. He tried to push away Yong Joo so that the feelings was not developed and afraid that it may became a subject of the bully, hence he acted violently towards Yong Joo but he felt guilty whenever he did bad things towards him. He didn't want to appear weak and didn't want something bad to happen to Yong Joo too. You can see a scene under the bridge when they bullied Gi Taek, Yong Joo came to save him and Gi Woong asked them (the bullies) to dismiss immediately.
