yes (in a sense) and yes
the DID is made known pretty early in the drama, and almost all of the personalities like the ML. it's not ONLY about DID, as there are other elements that help drive the plot. also the side characters are fun. i think it's worth at least a try

people can rate the drama already because the air date on the page says november 30, 2019. for dramas that havent aired, people usually cant rate them because the air date hasnt started yet. the drama just came out later than initally assumed when the MDL page was made

Why most of the dates are always wrong on this site?
it's usually just estimates until official release dates are announced. for cdramas, it's particularly bad because all dramas have to be approved, get licensing for distribution, and stay within China's drama restrictions
