Yeah, I didn't love the childhood proposal addition but even in the comic she is pretty vocal about wanting to date Seo-ha right away after they meet again as adults.

I think the character chart could be wrong. It's not the official one anyway.
Is there a link? I don't see any character chart that implies Cho-won likes Seo-ha. The drama is just trying to make people think she does for dramatic tension.

It's not the production team who decided this, the story and Ji-eum's personality are based on the webcomic. The show did some things a bit differently but in the webcomic she still pursues him assertively
