Jeong Sang Hoon himself being behind everything makes a lot more sense for why they led Seo Hui by the nose here and there than if it had been Young Min masterminding everything, but I still think it would have been so much easier if they had just released the settlement to the world so thoroughly that not even JQ could stop the press from talking about it. Or if he was so determined to create a spectacle, sure, chop off his hand, but then send it with the settlement to the memorial service so the hand is photographed right next to the agreement, and it can't be ignored. I don't see why he had to go this far though honestly. It's nice to know Young Min didn't betray his friend, though, even though he still traumatized Seo Hui for life.
