Lies

I don't get why Heo Jae needs to lie, cheat, kill, fabricate if he really believes what he is doing is to benefit the country; there is something completely off about him. He keeps bringing up the professor's name like he envied him or was jealous in some way; I don't get what he is after; is it personal gain; something is missing. Also, I don't get how he puts out a false report without making sure the original is taken care of, destroyed. I knew leaking that document would not go over as easy as it looked and as is typical using the media to distract from the main issue -- the false report and use Hye Joon as the scapegoat.
