Yes. It's a movie called ADORING that is on Amazon Prime. It's basically a bunch of 'short stories' about people and their pets and their relationships, that ties together at the end through their vet. Tan Jian Ci's role is so small, I'm surprised it has been clipped out and put on Youtube. And most of his pet story is really about the girl and her germphobia. Given his buzz hair cut it was probably also done after Winter Begonia.
Oh, if you don't have Prime it's supposed to be on Viki and apparently the whole movie is on Youtube, also.

He's a royal 3rd Prince, who is autocratic, but smart and very politically aware and lonely. It's a bit frustrating, in that he's argueably the best of the heirs and suitors, he gets passed over for some reason. The negative is that the FL is a stick and honestly doesn't deserve him.
