DMAT is dispatched to a gas explosion scene, and the two last victims were brought in with serious injuries. Hibiki tells the firefighters to first transport Kuwano Mamoru, a homeless man, because he has a serious head injury and could die. But Dr. Tatsuya, tells them to transport Shigematsu Katsuo, because of Director Katsuichi's order. Hibiki is furious and goes to the director, but is told that Katsuo, is more important than the homeless guy. Mamoru, then dies because of his injuries. Later an earthquake occurs and DMAT is dispatched. The victims are Ichinose Yoshimasa, the next candid for prime minister, and Yamaguchi Masaaki, his secretary. Hibiki transports the secretary first because of spleen damage, and start treating candid Yoshimasa, who will die if transported first before treatment. Candid Yoshimasa first secretory, Morita Akio, is angry about not transporting candid Yoshimasa, and the hospital director tells him he will take responsibility and kicks him out. (Source: kisskh)
