When you haven't turned it off in settings, you auto-subscribe to a topic you reply to.

Green means you subscribed to the topic. When the eye is grey and struck out, you can manually subscribe to it by clicking on the arrow next to it and choosing "Subscribe". It's the same if you want to unsubscribe. :)
