Line-ups aren't necessarily just for one year, often more like a two-year plan, and usually more for the large established players such as GMMTV, Domundi/Mandee and Change2561.
Yes, these generally include pilots for each newly announced series, but a line-up is the overall plan, while pilots are teasers for individual series, often intended not only to generate viewer interest but even more so (in the Thai system) to attract sponsors and funding.
In the case of small production companies, there's a significantly higher risk that a pilot (typically one-off rather than part of an organised line-up) will never be realised, i.e. that it's more of a fishing expedition to see if they can get funding.
The word "trailer" isn't always clear: While "official trailer" is invariably post-production and shortly before release, one often sees "pilot trailer", which means pilot.
