If you already had an account you should contact them and ask if you can get it back as you cannot make another account if you already had one, it is against the rules. Also use their IRC chat to contact them.

Yes, as the account just go deactivated not deleted, on most trackers they do not delete your account from the system right after deactivation, that's why you should always try asking if it's possible to reactivate it.
