Power abuse is accepted anywhere if you have enough power/money. If you're talking about her punishment, punishing students publicly using physical strength is something that teachers can do in china, so in a sense, yes, it is.

I'm not sure which part your talking about- but its normal in sports to have some kind of physical punishment when you break the rules.. not something just anyone can be successful.. or people would break the rules all the time.
