Most chinese dramas have strong female lead, but if you want them to fight:

Perfect couple (Not a gang member, but her fighting skill is great and she always protects the guy)

Destined to love you (Not a gang again, but she is so smart and brave and strong, she is skilled in many fields that even military guys can't do them, so all men in military respect her)

Moon River (She is so skilled at martial art, and she always fight against bullying )

Try Angry Mom,  It's dark and funny and sad and uplifting, there's some gang action in the past and the present but it's not the focus.  It's about school bullying and corruption and it's brilliant.

Sound of the Desert--- female lead has good fighting skills and strong, witty personality, not to mention business savvy.  She has the two male leads in love with her early on.

I agree.  The female lead in Oh My General is so badass and strong.  She can really kick butts to kingdom come, including her husband's, the male lead.
