Agree that episode 1 was kind of confused, but from episode 2 to 6 everything was done really well, I didn't get any confuse. There are some questionable things but that's their purpose to reveal it in the future episodes.
So, the scene in the end of episode 4 wasn't a flashback, it's actually a scene from episode 7 right? They travel back in time... Okay now it makes more sense because Dome (or someone looks like him) wear modern clothes.

I just remember we saw a flashback that Dome (or someone else look like him, not sure yet) said "Can I call you Khatha?", so if they are brothers, then it has to be sworn brothers, I don't think they're related.
