YouTube Copyright & Fair Use Policies have been updated for a while now and they've been stricter about using licensed music. You have to buy the license of the song that you want to add on your video and show it to YT, for them not to mute it/or not to take down your video when you upload it.
OR you can ask permission to the musician/publisher of the song.
I think, Youku is just too lazy to do it!
