Yes, the Chancellor also knows this when he said it to Fan Xian in episode 23. In season 1 we knew it when CPP told Fan Jian that it's all by the order of the emperor for Fan Xian to escort Xioa En. Fan Xian growing up in Danzhou is all part of the emperors' plans, it was only CPP plan on the surface for everyone else but for us the audience we already knew it was planned by the Emperor in Season 1.
Lots of subtle hints have been given to us on this in season 1 and also season 2 before the latest episodes. You have to watch carefully and look at the actors' physical movements to notice them. It's not all verbal confirmations only. CPP interactions with the emperor are a delight to rewatch when you can notice these subtle hints from eye expressions alone.
This is why the actors are superb in every way and the scriptwriter is amazing.

Though for me I am glad I learned of it earlier than later cause this is my most rewatched drama by a mile. Second is Nirvana in fire but this is my first most rewatched drama season 1 like 5 times now. It's a small number but I only started watching Chinese Dramas in like late 2022.
For season 2 already I've basically rewatched it twice due to the eng sub scheduling and having to watch bad subs in Kisskh for that SVIP episode. Then also a third for most episodes on Viki so basically three times now haha!
OMG Ep 21 already shown the huge easter egg by showing Qing Emperor with a wave of his hand destroy the touhu…
This was also shown in the 5 mins trailer prior to the premiere. So, I knew it was coming and was waiting excitedly for this moment. What's great is we are only halfway and lots of things from the trailer are from the first half of the second season. So, we will likely get more surprises towards the end too!
