It is coming to Netflix outside of Japan on April 26. It has been available on Netflix in Japan since April 9 with only Japanese subtitles.
If you have a Netflix subscription, you can check if it will be coming to your Netflix region by typing "loved" into the search function on the Netflix website or app. If Loved One appears in the search results, then it will be available in your Netflix region.

If the Netflix page for Loved One appears, then it will be available in your Netflix region, even if there is a "Oh no! This title currently isn’t available to watch in your country" notice at the top of the page. That notice appears for everyone outside of Japan, because the series isn't currently available on Netflix outside of Japan yet.
If the Netflix home page or the Netflix error page appears, then it won't be available in your Netflix region.

That message appears for everyone, because no episodes are currently available on Netflix yet. Check again after an episode has been added to Netflix on March 2.
