I dont think anyone is born bad. The saying "psychopaths are born and sociopaths are made". However, "while genetics and brain development play a role, environmental factors like childhood trauma also significantly contribute." This is true.
I think some overcome the horrors either because they had good people in their lives who helped them through it, professional help or they created the mental strength to not hurt people the way they were hurt while others doesnt have that.
The little girl (who was probably around 14 at the beginning of the show but it was alluded that she was raised by the family for yrs probably as a baby or toddler) was a victim of her surroundings and the police lady was the only one willing to help and protect her. The little girl had darkness in her as we saw with the way she acted when she thought the police officer would be completely out of her life when she may migrate with her ex gf.
She most likely caused the accident that ended her grandmother's life and she framed her foster father because she realized no one was willing to rescue her in a legal way and the only person who showed any protection and kindness was going to be imprisoned for false accusations that her father spread and other relevant people already concluded on because of the man's influence in the community and prejudice on homosexuals while her father was getting away scott free for crimes he did commit.
She gained common sense in the police vehicle when the male officer implied that the lady was being imprisoned for assaulting her and figured that was the only way to get her father too as well. Honestly, the way her father looked at her after she returned from staying with the lady for the summer made me think he probably would have attempted to sexually assault her at some point

Even the people who asked the questions werent asking well rounded questions so the assumptions paired with that just made it look worst
