Its bc Than is still not sure with his feelings for Pheem. You can literally see his facial expression during that kiss that he’s still indecisive about it. That kiss is perfect for the situation.

The thing is even if he betrays Than (which we all know he will at some point), I don’t think I will hate him still. I’m just a sucker for dark characters like him. Like he can destroy this world and I’ll still grovel at his feet. Offroad is just so good at bringing Pheem to life.
