What if by the end the gangs managed to take down Tawi and each one got his happy ending however in the final Scene we get to see Todd taking all power siting beside him Black drinking and thats prove what the mother said they are always new people come no matter what u do and again i think White and Black symbolize Hero (white) antagonist (Black) .....this is just theory for me it would be nice if it happens
