No its not. As my reply above, its 元怿. He is son of Emperor Xiaowen, younger brother of Emperor Xuanwu, and the uncle of Emperor Xiaoming from the Northen Wei.
Guys, yesterday I just found out that the political issue in this drama is inspired from a true history. Even the character ZSC is also based on real historical figure. Not 100% the same though, the author changed their names, made some changes and also alter the timeline.

He is not the son of the emperor. The emperor didnt have any offspring. That little kid is a son of some royal prince (not a direct descendant of the King, but comes from royal family). Thats why he addressed ZSC as Royal Grand Uncle.

Couldn't agree more. Never watched his drama before so I am quite worry on how he will portray ZSC character. Turns out he played the role perfectly as if this character was specially made for him. Now I am a fan of Allen Ren!
