What I understood is he didn't kill her because he didn't know if she heard what they talked about or not. He is not blinded by hatred to shed innocent blood that is why he hesitated. Whether he already loves her is unclear. We don't know how he would have reacted even if he found proof against the queen(fabricated proof maybe)

This conversation reminded me of the time I visited TKEM on MDL to see if my opinion of the show matched with most others. It was hilarious reading fan theories actually trying to justify the mess,even using science. There are very few writers who use symbolisms to convey their point, rest are fan made.
