I suggest waiting until watching the entirety of the drama before giving it a fair rating. We're only 2 eps in, there's 6 more to go. I think it's too early to be judging it.
For example, To My Star, the first few eps it was a bit of a slow start, and the rating was around 7.8 or something, But when it reached around eps 7-9, ratings started going up due to many reasons.
Some dramas have slow starts, and that's okay. But it doesn't mean the whole drama is going to be like that.
And I doubt people are going soft on their ratings just because it's a K-BL (To be fair, To My Star set the bar and standards of K-BL pretty high). I've seen both criticisms & compliments in the comments below. Some people enjoy it, some people don't feel like it's up to par, and that's fine, we're all entitled to our own opinions.

Regarding your second point, you have to understand that Hong-seok is a loan shark, what he's doing is his job. What he's doing is not legal or good, but it's still his job. Shi-on borrowed money and hasn't payed it back on time, and if a debtor hasn't payed the money back on time, he's there to get that money one way or another.
