If you pay attention to xukai's dramas in Tencent, his dramas never got any marketing promotion. Heat index always below 25k (SEL, FS6, WOL). Only SAHPH, ABAY and BCE can get over 25k. Xukai's drama fans are quite big, actually. Impossible he can't get more than 25k. But the real reason is simple; someone (in a higher position) in Tencent doesn't like him. I don't think they will allow ABAY to get 28k. 27k is the limit.
