It's not just that though, I think the writer tried to tell the current standing of OZ members/organization, they rather killed innocent police officer than give up the evidence or even show their own/organization identity. Although we do know one of their members did kill an innocent family in the past (BR already killed him). This latest killed reinforced that OZ is not a good organization so it will be more meaningful when our protagonists are hunting their organization and leader.
