It seems that Qu Xuanzi adopted Susu after the death of the goddess of the universe.. Susu is the last phoenix god that could kill the Devil King. So both Di Mian and Chu Huang die and later their daughter gets adopted. This makes a lot more sense because Chu Huang says to Sang Jiu that she seems familiar.

Yeah, you are right, I came to know by someone's comment that Li Susu's mother is the goddess of space/universe Chu Huang and her father is the devil Di Mian (ep 14 the white-haired man). But if you go to ep 1 there Li Susu calls the white-haired guardian Qu Xuanzi his father. Do you get what is happening here??
