She didn't steal her body. Remember she chose another girl for soul shifting but when she was doing this she realised she is shifting soul with mudeok. So practically mudeok chose to shift Naksu's soul in her body. This can be as an effect of ice stone. Buyeon was dead as unborn chils she was brought back by icestone power so may be that is the reason
