Look I totally see where you’re coming from about the danger of people conflating modern Japan with Imperial Japan, and I agree that no country is innocent. But I don’t think this film automatically counts as CCP propaganda just because it was made in China. The Nanjing Massacre is one of the most well-documented atrocities of the 20th century, and telling that story, like how the US makes WWII films about Nazi crimes, shouldn’t be dismissed as propaganda by default. We can absolutely talk about how governments use history for political purposes, but the truth of what happened in Nanjing deserves to be told without being written off under that label.
