Yes, she does fall for him but the drama in no way endorses it. In fact, Hijiri herself realises and knows that it is wrong, hence her dialogue "I don't have the right to be called a teacher". The drama always keeps the fact that a teacher student relationship is wrong as a central theme which is why we see a time skip. I don't think it is problematic because the drama views the relationship as problematic too which is the main reason for all the conflict in the drama, it never lets us forget that the relationship is "wrong" in the eyes of society.

Isn't it because a 19 year old can pull off the role of a 15 year old and 18 year old but a 15 year old won't be able to look 18? And Ryosuke Yamada looked real dreamy when he was 15 but I agree that junior high school guys do have a bit of an awkward looking phase and Kuroiwa seems to look like a Greek God which is plain unfair.
