The drama market in china is going downhill, only dramas with strong plot, directing and acting are able to pull massive views. This drama is more of a simple love story, which china has alot of, the general audience might want to see something different (plus the issues surrounding her, not alot of people are willing to tune in). If it's able to get 30m-40m views(The last drama that hit 10k HI on iqiyi did it with 43m views) in a day that's already a big achievement.
Is there anything we can do to increase the heat index, or is it only up to the Chinese audience?
I believe it's possible to get the Chinese version of iqiyi, maybe with a Chinese phone number? I've seen international fans of other dramas help increase the HI with that method, but I don't know how they do it.

Fans can also help boost the heat index by rewatching the drama, not skipping the opening and ending credits, searching the drama, leaving multiple comments, basically any interaction with the drama on iqiyi app. Note that fans alone won't help the drama hit 10k, casual viewers need to tune in.
