Chang Rui as a character is still yet to completely understand and embrace his role in the department due to his feelings here so he's supposed to seem odd before a turning point for the character. Let's see and determine the difference from after today's episodes

Because for some reason(avoiding spoilers)he has never been fully committed in mind and heart to his role as an anti trafficking police. At least that's what I've observed. It's an important detail and turning point for Chang Rui the character
