Well it's kinda hard to explain..But I'll try my best.
The Korean language has a rule that all Korean Syllables should start with a consonant. So at a beginning of a syllable "O" is used before a vowel and it has no sound. But if it is used after a vowel or a consonant it makes the sound "ng" ..
