Im not completely sure if this is right. I think there are families with birth power, but not every family in Daeho. The 4 most powerfull ones are Seo, Park, Jang and Jin. Other elite families will be in the council, i believe are 11 in total. The Go family, aka Royal family are not mages. The Crown Prince is a mage by birth because his mother is a Seo. Thats what i understood.

I could be wrong but it's not just the ice stone inside him. He was born with the king's star and it was said (I think it was master Lee) that who had this will have the power of the sky and fr its even better than reaching hwansu. If he is hwansu power theoretically because of the star he doesnt need the ice stone.
The filming is ending for everyone. I saw some people are nuts in twitter saying he must have died... we dont know! Yoo In Soo also was said ending his filming and sometimes scenes are not filmed in order.
