I think it's to show how South Korea deals with disabilities. I follow 2 disabled koreans on Youtube and it's really interesting to see their points of view. I learned a lot. How South Korea has still a lot to improve in this topic. You also don't see many disabled persons in the streets because it's taboo and not a lot of facilites are made to help them go out of their home. So to me, this scene was to show that the law is not protecting disabled people and that people are oblivious of the struggles and are not educated on the subject.
And as for the way HS kept apologizing and bowing, I guess she's ready to do anything for her family and it shows Chi Yeol that she's an amazing person. It's not to pity her.

She was in national handball team. She was in my opinion around 25 and Hae Yi is 18 now. So she would have been around 20 when she was born. So quite young indeed.
