If you look into that young ro, so ho and obviously ANSP all are at fault. If young ro hadn't hid him earlier, ANSP agents would have been able to catch him and their plan of getting the professor out of NK would have been failed by then.
Remember after coming back safely from the dorm in ep 3 or maybe 4, he went to their secret area and planned further about the mission of taking professor out of NK.
Man, made us feel several emotions at once just by looking at his face at the end.
