No, you are missing the point, Eunuch Qui is like a deep Rooted Tree, you can't just cut him off. Take morning dew rebellion as an example, his shencai army can't be bought, remember when his house exploded then literally turned everything upside down to look for him and I don't think you looked at that point. The only way to get rid of him is if he dies by mistake or disease with no one associated with his death. His army won't do anything because they have no one to blame.
