I believe -ah is hierarchical like for someone younger or a hoobae (could be someone newer to a job) while -ie is affectionate for someone really close and can only be added to consonants...i actually saw that you can use it for older people so i'm correcting myself you can say WooSeokie oppa or let's say Jinie hyung if he is someone you're close to and it would still sound polite
