I dont really know the science of it.....but maybe coz its a paternity test and not a sibling relation test......so cutoffs are different.....paternity will have a higher percent match than a half sibling being matched....

I think it is fair to think that Papa Baek and Sa Eon are maybe Half siblings ......Out of 2 siblings one inherited the leadership qualities of the Grandpa and that was Sa Eon not Papa Baek. Siblings can have different characters.
