I think the reason he didn't hesitate to kiss her and not ask her opinion is because the ml got anxious thinking if he doesn't take immediate action, then he would actually lose her, moreover she, herself also wanted to kiss him from a long time...you can call it harassment if the fl didn't like that kiss but she liked it, if Pei zhen had kissed her then that would've been a harassment.
