The meaning of chinese web dramas are pretty much just that it is shown exclusively on the internet, so they won´t be broadcasting it on chinese tv ^^! And the reason for it being a web drama is become the chinese government made a new rule that the broadcast stations are only allowed to broadcast 100 episodes of historical dramas a year ^^ I hope this made sense :)

I´m not sure if I´m making any sense, bu it´s most likely because it would be too bothersome to have the same actor play the same person at the same time. Since both Shin Woo´s are in the same scenes quite often it would not be that convenient for that character to be played by the same person.
