As some who watched and loved NIF 1 and then watched NIF 2 when it came out, I recommend watching NIF 2 first. Unfortunately, the entire time I was watching NIF 2, I kept waiting for Mei Changsu level awesomeness and very layered storytelling but was disappointed when I didn't get any. I enjoyed NIF 2 alot more when I was able to disassociate the sequel to the original and watch it for it's own merits. NIF 1 was that much of a masterpiece. If I had to rate between the two I would say NIF1 was an A+ while NIF 2 is an A-.
